Waymo Plans 20,000 Robotaxis by 2027, Including Canadian Cities
Waymo aims to grow its autonomous fleet to 20,000 vehicles by 2027. The Alphabet unit already operates in seven U.S. cities and is evaluating Toronto and Vancouver for its first international expansion.
Waymo is targeting a fleet of 20,000 fully autonomous vehicles by 2027, according to a new report cited by Drive Tesla Canada. The Alphabet subsidiary already runs paid robotaxi services in Phoenix, San Francisco, Los Angeles, Austin, Dallas, Houston, and Miami — logging more than 200 million autonomous miles to date.
Canadian cities on the radar
Toronto and Vancouver are among the international markets Waymo is actively evaluating for its first expansion outside the United States, people familiar with the matter told Drive Tesla Canada. Both cities offer dense urban cores, supportive regulatory environments, and existing electric-vehicle infrastructure that aligns with Waymo's all-electric Jaguar I-PACE and Zeekr platforms.
Any Canadian launch would require provincial approval. Ontario's Automated Vehicle Pilot Program and British Columbia's proposed autonomous-vehicle framework would govern testing and commercial deployment. Waymo has not disclosed a timeline for a Canadian application.
Fleet composition and manufacturing
The 20,000-vehicle target includes both current Jaguar I-PACE models and the next-generation Zeekr-built platform designed specifically for autonomous ride-hailing. Zeekr, a Geely brand, will manufacture the purpose-built robotaxi at its SEA-M architecture facility in China, with final assembly and sensor integration in the United States.
- Current fleet: ~700 Jaguar I-PACE vehicles across seven U.S. cities
- 2025–2026: Scale to ~2,500 vehicles with Zeekr platform introduction
- 2027 target: 20,000 vehicles across U.S. and initial international markets
Competitive context
Waymo's 200 million autonomous miles dwarf Tesla's disclosed 1.61 million unsupervised miles (as of the October 2026 Cybercab event). General Motors' Cruise, before its 2024 grounding, had accumulated roughly 5 million miles. Mercedes-Benz, in partnership with NVIDIA, is targeting an eyes-off system for 2025 model-year vehicles but has not announced a robotaxi fleet target.
