Tesla China Shipments Drop 28.9% in October as NEV Market Grows

Tesla's China wholesale sales fell 28.9% year-on-year to 67,829 units in October 2026, even as China's NEV market grew 8%. Exports now account for nearly half of Shanghai plant output, with Canadian imports from China paused due to quota limits.

Tesla China Shipments Drop 28.9% in October as NEV Market Grows

Tesla's China wholesale sales dropped 28.9% year-on-year in October 2026, with the Shanghai plant shipping 67,829 vehicles, according to preliminary data from the China Passenger Car Association (CPCA) released on November 3. The decline occurred even as China's broader new energy vehicle (NEV) market grew 8% month-over-month, highlighting Tesla's competitive pressure in its home market.

October Figures vs. Market Trends

The 67,829 units shipped in October represented a 28.9% decline from September's 95,366 units, though it was up 10.3% from the 61,497 units shipped in October 2025. This was Tesla's lowest monthly total since February 2026, when it sold 58,599 units. The CPCA estimates that China's passenger NEV wholesale volume reached 1.8 million in October, up 12% year-on-year and 8% from September, with competitors like BYD, Geely, and XPeng posting record monthly sales.

Tesla's October performance marks the third consecutive year where the company has seen an October-to-November volume dip. In 2024, sales fell from 88,321 in September to 68,280 in October (a 22.7% drop), and in 2025, the decline was 32.3% from 90,812 to 61,497. This year's 28.9% drop sits between those two figures.

Export Growth Offsets Domestic Decline

Despite the domestic slowdown, Tesla's Shanghai plant has increasingly focused on exports. Through September, the plant exported 361,972 vehicles, a 108.44% increase year-on-year, while domestic deliveries fell 11.93% to 381,088. Exports now account for 48.71% of the plant's wholesale volume in the first nine months of 2026, up from 28.64% a year earlier. In the third quarter, Shanghai's 275,111 wholesale units equaled 57% of the 486,532 vehicles Tesla delivered worldwide.

This shift has direct implications for Canadian buyers. Tesla has paused new Model 3 orders in Canada, citing that high demand has used up its import allocation under the country's China-built EV quota. The company has stated that ordering should resume in March 2027, even though 33,069 of the 49,000 permits under Canada's quota remained unused as of October 9.

Canada's Quota and Tesla's Strategy

Canada's quota, introduced on March 1, allows up to 49,000 Chinese-built EVs to enter the country each year at a reduced 6.1% most-favoured-nation tariff. Tesla's decision to pause orders suggests that the company is prioritizing its export allocation for markets with higher demand or more favorable pricing dynamics. The pause also highlights the complexity of managing a limited quota in a competitive market where other manufacturers, including BYD and Geely, are actively entering the Canadian market.

For Canadian consumers, the pause means that those interested in purchasing a Tesla Model 3 built in China may need to wait until March 2027, or consider alternative EV models from other manufacturers that are already available in the Canadian market.
