StatsCan: Zero-Emission Vehicle Market Share Grew 27.7% in 2025, Reaching 3.5% of Light-Duty Fleet

Statistics Canada reports 875,001 zero-emission vehicles on Canadian roads by end of 2025 — a 27.7% year-over-year increase. Quebec and B.C. lead at 6.7% and 5.9% ZEV share respectively.

Canadian light-duty zero-emission vehicle registrations grew 27.7 per cent in 2025, reaching 875,001 vehicles and pushing ZEV market share to 3.5 per cent of all registered light-duty vehicles, according to new data released by Statistics Canada on September 29.

The total includes 623,481 battery-electric vehicles (BEVs) and 251,520 plug-in hybrid electric vehicles (PHEVs). BEV registrations rose 27.9 per cent from 2024, while PHEVs grew 27.3 per cent.

StatsCan notes that the federal iZEV program suspension in January 2025 and Quebec’s Roulez vert rebate reductions were “deciding factors in the relatively slower pace of growth.” The federal EVAP rebate program launched in February 2026, and Q2 2026 data shows ZEV market share has since climbed to 10.7 per cent.

Quebec and B.C. carry the national average

Provincially, the gap is stark. Quebec led at 6.71 per cent ZEV share (382,579 ZEVs out of 5.7 million light-duty vehicles), followed by British Columbia at 5.87 per cent (203,236 ZEVs). Ontario, despite the largest absolute fleet at 9.4 million vehicles, sat at just 2.37 per cent ZEV share (221,560 ZEVs).

Chinese-assembled EVs defy tariff narrative

Despite a 100 per cent U.S. tariff on Chinese EVs imposed in 2024, China ranked seventh among countries of assembly for light-duty EVs registered in Canada in 2025 — accounting for 3.6 per cent of the total. More than 90 per cent of the 59,565 Chinese-assembled EVs registered were BEVs.

In January 2026, Prime Minister Mark Carney reduced tariffs on Chinese EVs to a most-favoured-nation rate of 6.1 per cent, creating a tariff window that Chery, BYD, and other Chinese automakers are now using to enter Canada.

Medium-duty EVs quadrupled

Medium-duty vehicle registrations rose 3.8 per cent overall in 2025, but BEVs in this category more than quadrupled — from 994 to 4,368 registrations. Growth was driven by larger SUV and pickup segments where new electric models entered the market.

What this means for 2026

The 2025 data captures the last full year before the EVAP federal rebate relaunched. With Q2 2026 already at 10.7 per cent national ZEV share (per StatsCan’s earlier release), the trajectory points toward continued acceleration — but the 2025 figures underscore how dependent growth remains on incentive architecture and provincial policy leadership.
