Ottawa Opens Call for Zero Emission Bus Planning Support Program — $15M in First Round

Ottawa Opens Call for Zero Emission Bus Planning Support Program — $15M in First Round

The Canadian federal government has opened a funding call for its Zero Emission Bus Planning Support Program, a new stream designed to help municipalities and transit agencies get past the planning phase of fleet electrification. The first round carries $15 million in available funding, drawn from the broader $25 billion Canada Public Transit Fund that was earmarked over 10 years.

Who can apply

The program is open to not-for-profit organizations and academic institutions that are working alongside municipalities and transit agencies to transition their fleets to zero-emission vehicles. Eligible zero-emission technologies include battery-electric, hydrogen fuel cell, and other qualifying zero-emission systems on the market.

Funding is directed at the planning and readiness stage, not capital acquisition. Eligible activities include:

  • Feasibility studies for fleet electrification
  • Technology assessments (battery-electric vs. hydrogen vs. other)
  • Fleet transition planning and phasing strategies
  • Infrastructure and utility impact assessments
  • Procurement planning
  • Workforce readiness and training programs
  • Knowledge-sharing activities and best-practice documentation

The program explicitly excludes major capital expenses such as the purchase of buses, construction of charging infrastructure, or other capital assets. Those costs remain in the province of other funding streams or municipal budgets.

Timeline

  • Application deadline: January 14, 2027
  • Funding decisions due: Early 2027

Why this matters for Canada's transit sector

Several Canadian transit systems are already in active transition. Brantford Transit added its first two electric buses in 2026, Winnipeg Transit is expanding its electric on-request service, and the City of Vancouver's TransLink has committed to a 600-bus electric fleet by 2030. What has lagged behind the vehicle purchases is the planning infrastructure: utility grid upgrades, depot retrofitting, driver retraining, and procurement frameworks.

By funding the planning layer separately from the capital purchases, Ottawa is attempting to de-risk the transition for smaller municipalities that may not have in-house engineering capacity to run a full feasibility study. The $15 million first round is a signal that the government expects a large volume of applications — likely from mid-sized cities in Ontario, Quebec, and the prairies that have not yet committed to a full electrification timeline.

For the broader EV ecosystem, a faster planning pipeline means earlier utility interconnection requests, earlier charging-infrastructure permits, and earlier procurement cycles — all of which reduce the timeline between a city's zero-emission commitment and the first bus hitting the road.
