PQ Wins Quebec Election With Plans to Keep EV Rebates Alive

Quebec's $2,000 electric vehicle rebate could remain available beyond the end of 2026 following the Parti Québécois' victory in Monday's provincial election. Final results give the Parti Québécois 59 of the National Assembly's 127 seats, leaving it five seats short of a majority government.

Minority government and EV policy shift

Quebec Liberals finished second with 40 seats, while the Conservative Party of Quebec won 19 and Québec solidaire secured nine. The outgoing Coalition Avenir Québec failed to win a single seat.

The result means the PQ will form a minority government, limiting how easily it can implement its campaign platform. However, its EV policies point toward a notable change from the direction taken by the outgoing CAQ government.

Roulez vert extension and pricing thresholds

Most immediately, the PQ has promised to keep Quebec's Roulez vert EV incentive alive rather than allowing it to disappear at the end of 2026. Under current rules, buyers of qualifying new battery electric vehicles can receive $2,000, with the program scheduled to end December 31.

The PQ instead proposed maintaining the current $2,000 incentive for EVs with a transaction price below $50,000, followed by a gradual phase-out over four years. It has also floated a larger incentive for EVs priced below $35,000.

That could be particularly important for Tesla. The Model 3 Premium RWD, priced at $39,490, currently qualifies for the $2,000 provincial rebate, bringing its effective price before taxes and fees to $37,490. Unlike the Model Y RWD, however, the China-built Model 3 does not qualify for the federal EVAP incentive.

ZEV targets and charging expansion

The PQ also campaigned on strengthening Quebec's electrification push. Its environmental plan calls for zero-emission vehicles to account for 85% of new vehicle sales by 2034, compared with the outgoing government's revised target of 80% by 2035.

Charging is another major part of the plan. The party has promised to accelerate fast charger deployment along major highways, expand charging in rural and remote communities and make installations easier in multi-unit residential buildings. It also wants to encourage vehicle-to-grid technology.

For now, none of those promises have become government policy, and the PQ's minority status means compromises may be required. But after years of shrinking incentives, Quebec EV buyers could now see Roulez vert survive beyond its planned December 31 expiry.
