teslaChina Cuts EV Export Tax Rebates, Potentially Raising Tesla Model 3 Prices in Canada
China will reduce the VAT rebate on NEV exports to 9% from 13% starting April 2027. Analysts estimate a C$1,060 profit loss per EV for BYD, with potential pricing pressure for Tesla Model 3 imports to Canada.
China’s Ministry of Finance and State Taxation Administration announced that the value-added tax rebate on new energy vehicle exports will drop to 9% from 13% on April 1, 2027, covering passenger EVs, plug-in hybrids, electric buses and semi tractors.
Why the change matters
The reduction comes as Chinese automakers increasingly rely on international markets. CAAM data shows NEV exports more than doubled through September, up 130% to 4.006 million, with September alone at 571,000 units, up 160%.
By Deutsche Bank’s math, BYD stands to lose about 5,000 yuan, roughly C$1,060, in profit on each car shipped abroad. Geely, Chery and SAIC could face similar cost pressures, and Tesla’s Shanghai-built exports could feel comparable effects.
Canada exposure
Tesla imports its Model 3 from Giga Shanghai under Canada’s annual 49,000-vehicle Chinese EV import quota, which allows qualifying vehicles to enter at a 6.1% tariff. Tesla paused orders for the Model 3 Premium in Canada citing exhausted import allocation, with orders expected to resume in March 2027.
China’s reduced export rebate takes effect just one month later. While Tesla has not announced Canadian pricing changes, smaller tax refunds could increase export costs, putting pressure on pricing or margins.
